"...a confederacy of sovereign states..."

Jefferson’s Other Declaration

“Resolved, That the several States composing, the United States of America, are not united on the principle of unlimited submission to their general government . . .”

Those are the opening words of the Kentucky Resolution of 1798, authored by Thomas Jefferson. It is a classic statement of the real ideals of the founding generation, which created a confederacy of sovereign states that delegated a few powers to the “general government,” to act as their agent, and in their interest. This of course was all overthrown and abolished in 1865, the year that all Americans, North and South, were forced to submit by force of armed violence and the threat thereof to unlimited submission to their general government.
